File transfer slowdown, eventually fails with "Error 0x800705AA: Insufficient system resources exist to complete the requested service."

Note that this problem is relatively new. The systems are all more than a year old (some up to five years old), but the problem only started a few weeks ago (as far as I can tell).
Problem Description:
If I "push" a file from one machine (B) to another (A), the transfer runs at up to 100% network utilization on a gigabit ethernet network, then drops to around 15%. If I "pull" from machine "A" the transfer runs at 100% utilitzation without interruption.
By "push", I mean I am logged into machine "B", copying a file from machine "B" to a shared folder on machine "A". By "pull" I mean I am logged into machine "A", copying a file from a shared folder on machine "B" to a local disk on machine "A".
This problem is especially noticeable with large (greater than 2GB) files, but can be seen on smaller files. If a copy is started on the same file, stopped and restarted, the drop from 100% to 15% network utilization happens almost immediately (less
than a second). The first time a new file is transferred network utilization can stay at 100% for five or ten seconds, then drop to 15% network utilization.
I have tried a number of things (see the referenced link above), the problem seems to be with virus/firewall software (e.g., McAfee Internet Security; Norton 360) but I have no conclusive evidence. I installed/uninstalled various versions of various
virus tools, the problem appears to go away with no virus/firewall software installed, and appears to return after "a while" once the software is installed. I have the latest network drivers, latest Windows updates. My network is all Gigabit Ethernet
switches, up to four "hops" from one system to another, but the problem appears regardless of the number of switches between systems.
Environment:
Systems A and B in the example below are both Windows 7 Ulimate, but I have seen this problem with Windows 7 Home Premium and Windows Home Server. The "problem" machine for me is system "A", which has a four-disk RAID5 array with a separate system
disk, but I have another system, "C" (different motherboard, running Windows 7 Professional), also a RAID5 system with a separate system disk, that also exhibits this problem when files are "pushed" to it. All my systems are custom, one system has an
ASUS Maximus Formula motherboard (system A), one has a Gigabyte EP45-DS3R (system C). Various other systems with various hardware configurations all show this problem.

Note: I have seen the message "Error 0x800705AA: Insufficient system resources exist to complete the requested service" during the "push" as well. This apparently starts happening after the systems have been up for a while. Initially I experience
the "slowdown" (100% down to 15% network utilization). After a few days (hours?) I start getting the error before the file is finished copying.

As with many intermittent problems, this one went away with no real warning and no indication of what was actually going on. I suspect a Windows update addressed it.The opinions expressed are my own. No one in their right mind would claim them.
